Attached is atransmittall letter 'from HEW to Congress enclosing
the 1976 Report_n_n thQ HeALth C

note that it is signed by Hale Champion, Un3ersecretary for
Joseph A. Califano, Jr., Secretary of HEW.
The HEW ' letter transmits two documents, the title pages anditable
of contents of which are attached. These documents are: (1) "'Bib-
liography on Smoking, and Health 19,75" and (2) "'TheHea~lthConse-quences of Smoking, A Reference
Edition."' As you can see from
the last paragraph of the transmittal letter, no recommendations,
administrative or legislative, are contained, but are promised as
part of HEW" s"major review of its programs in this field. "' This
statement refers to the Califano Task Force on Tobacco..
Copies of the two documents are in the T.l, library. They are
id+sntical with the -voTumes forwarded' to Congress last year.
For your off-the-record information, this whole event was sur-
rounded~by a great deal of confusion at HEW. The Public Health
Service, for example, although it transmitted the material to
Congress, was not in possession of a copy and had to get one from
the Clearinghouse.
